Prisons operating at 3 times their intended capacity; most inmates drug offenders

Sep 12 (Island) SL’s prison population has soared past 35,000, nearly triple the system’s capacity, according to Commissioner of Prisons Jagath Weerasinghe. Weerasinghe said that although the prisons had been designed to hold 12,000 inmates, there were as many as 35,000 prisoners. He noted that the state spent about Rs. 1,000 per inmate a day.
