BITE THAT DEVOLUTION BULLET?

May 8 (LB) How could anybody have missed it, even though they did? Robert Blake the US Under-secretary of State on an official visit to Sri Lanka this week, made it more than obvious in everything that he said in his tour that all pursuit of war-crimes charges against Sri Lanka would be forgotten and shelved if the government devolves power to the Tamils in the north and east.
